Dear Kidd Island Bay Homeowner Association Member,
The Board of Directors would like to invite you to the annual meeting of all lot owners of the Kidd Island Bay Homeowners Association on Saturday, August 3, 2024 @ 11:30 AM on the community waterfront in front of lot #11 (Putrens) by the north walkway. The business meeting will start at 11:30 and a picnic will immediately follow. The Association will provide pulled pork barbecue sandwiches, sides, condiments and paper products. You are asked to bring either a salad or a dessert. This is a great time for you to meet and talk with your neighbors and the board.

President Tim Moss called the meeting to order.
Tom made a motion to nominate Maggie Moss-Tiller to Board as a member at large and assistant Dock Master. She’s researching HOA bylaws in Idaho and other states. The motion was seconded and all agreed.
Agenda:
Both policies address use of Boisen Loop and use of beachfront property. The direction was to make these into two separate policies. Re Boisen Loop, signage was discussed. Judy made a motion to ensure signage at both ends of the road said “Private Property”. It was seconded, unanimously approved. In addition, a statement re: violations will be added to Policy -Use of Beachfront Property. Mica Kidd Island Fire Dept contact information will be added to the policies. Judy will make the new revisions and they will be finalized and approved at the next board meeting. Then all revised policies will be mailed to homeowners.
Judy files an annual report every year to the State of Idaho declaring HOA as active and makes any necessary changes re: Board Members. Tim Moss replaces Don Sharp as Registered Agent.
The new sign in front of Bahr’s was discussed. It states the area in front of his 3 properties are Private Property and usage needs to be approved by owner. If not, cars will be towed at owners expense. Construction workers have been leaving trash in the area. Board will talk with him to verify all the property is his and possibly change the wording. Construction is almost completed.
Tim has two bids for resurfacing Boisen Loop – $60,000 to $88,000. Getting another bid for chip sealing.
We need a Short Term Rental policy since we now have 4 short term rentals and one of them may be renting to 20 guests, Suggestions for requirements are:
Homeowner needs to notify HOA Board every year they do short term renting.
Homeowner needs to notify neighbors and any other homeowner with whom they share docks.
Homeowner needs to give renters all HOA policies

On January 26th the Kidd Island Bay HOA Board met via Zoom to deal with the wind damage that occurred on our community property on January 13th. After much discussion the 5 members voted to assess each lot (61 in all) $100 per lot to cover costs of removing downed trees on the Community Waterfront and Boisen Loop – $8250. The due date was voted to be March 1, 2021. The Board has not approved reductions in assessments for any owners of more than 1 lot.

The annual KIB HOA meeting for all members, scheduled for August 1, 2020, was canceled due to COVID19.
Agenda:
Judy Bauer presented the HOA’s final financial report as of June 30, 2020 – balance $5,055.14. Judy emailed the report to board members before the meeting. The final financial report was approved and will be posted on our website: www.kibha.org. All dues were collected except from owners of U16. Registered letters were sent twice to both owners and returned as non-forwardable. Carol Ruyf is researching Kootenai tax office for hopefully new address.
Ace Sealcoating completed the cleaning and sealing of Boisen Loop and Vanilla Court.
Sand was purchased and delivered to both beaches. Both beaches were cleaned of weeds prior to Board members spreading the sand. President covered an open drain pipe in brook by lot 5 to make it safer. The
additional parking area the membership approved at last years annual meeting is on hold while 3 lots – U11,U12 and U13 are building. These 3 new homes will enter from Boisen Loop. The Board purchased a battery operated weed whacker and leaf blower.
New gravel will be purchased for parking area on south east side of Boisen Loop. Tim Moss will order.
Judy reported that several neighbors are complaining re: barking dogs in U25. Don will call new owner since he needs to complete dock issues with 2 other dock owners. He will notify him of barking dog issue. Dog owners are encouraged to pick up after their animals.
Since the annual meeting for all lot owners was canceled for the year due to Covid19, President Moss polled the elected Board Members present to see if they are willing to continue in their current positions. President Tim Moss, VP Don Sharp, Secretary Tim Ball and Treasurer Judy Bauer all agreed to continue in their positions for another year.
There being no further business to discuss, Tim motioned and Judy seconded that the meeting be adjourned.

Tim Moss called the meeting to order. Members present introduced themselves.
Judy presented the Income and Expense Statement for the fiscal year that ended July 31, 2019. Balance is $4,839.82. No additions or corrections. Neal Schaefer will post on our website at www.kibha.org.
Don announced that the last vacant lot on Vanilla Ct #38 has sold. The owner is requesting his own dock. The Dept of Lands needs to approve this and per the new owner they are okay with this request. Don, as Dock Master, will ensure all the paperwork is completed.
Tim reported that It has taken 4 years for us to get our 2 roads seal-coated. Ace Sealcoating finally completed the job with only a small increase from the original bid. However, there are still some spider cracks that need to be cutout and repaved before add’l damage occurs. The roads need to be resealed every 3 years.
Judy Bauer has requested that a battery-operated weed whacker and blower be purchased by the HOA. The one she used to trim the road before the seal-coaters came – so they could see the true edge of the road – was electric and required 3-4 extension cords. A motion was submitted and then seconded by Mike O’Halloran. All attendees approved this purchase. The HOA currently owns a gas grill and a metal detector. These 2 new items will be housed at Judy Bauer’s and may be borrowed by other homeowners.
Wanda Condon asked who is in charge of debris (downed tree limbs,etc) on the common waterfront area. Our bylaws state that each home owner needs to take care of the property in front of their home. All attendees agreed. Currently all homeowners are maintaining the grass along the waterfront. Per Tim if all homeowners wanted to hire someone to maintain the waterfront, dues would need to be increased.
The Board has researched adding an additional parking area along Boisen Loop. It would be located across from the Miller and Boisen properties on Association land. It was estimated to cost under $1000 to gravel and $2500 to pave. Lynn Ciani proposed adding new gravel to the original parking area and proceeding with excavating the new area. A motion was made and seconded. All attendees approved.
There are 2 dead trees along Boisen Loop on Association property. The Board will negotiate with Nolan Tree service to remove these dead trees.
We are required to maintain our 2 beaches. It was estimated that approximately 6 yards of sand would be needed to make the 2 beaches usable and presentable. Tim Moss will research the cost (approx $36 per yard plus delivery) and ensure this happens before winter.

There being no further new business, a motion was made by Don Sharp and seconded by Judy Bauer to adjourn the meeting. The members present unanimously approved. The Annual Picnic immediately followed.
