Timothy Moss called the meeting to order.

Treasurer Report: Judy Bauer reported the HOA checking account is expected to end the fiscal year on July 31, 2025, with approximately $28,000.

John Boisen discussed the possibility of our not requiring property owners to submit a $10,000. bond to cover road damage when building or remodeling. Dealing with insurance companies could possibly cause more problems. He proposed that we end the bond requirement and replace it with an option of submitting to the Board a Cashiers Check in the amount of $10,000. to cover any road damage. He will do this for his current site remodel on Boisen Loop. We currently have one bond on file from the Sonnelands. Another option is to have a Road Replacement Fund. We will present this option at our 8-2-2025, Annual Meeting. Possibly, we will need to amend our by-laws to include a road bond policy- certified check or $10,000. bond. John made a motion to mail a ballot to all property owners on how to proceed-This needs to be voted on by the majority of property owners. The motion passed. John also proposed charging a “membership fee” when properties change hands. This would be paid by the new owner.

Robert Fletcher and the Kidd Island Bay Water Users Association (KIBWUA) Board presented our HOA with a contract wanting the KIBHA Board to sign releasing them from any future responsibilities if there earlier agreed upon repair work is not successful. At an earlier meeting, it had been decided that the KIBWUA Board would pay for the current damages. Our Board Members agreed to not sign the contract. Instead, Tim Moss-Tiller and Matt Boisen will meet with the KIBWUA representatives and request a check so that we can repair the road damage ourselves. We would then be responsible for any future damage to the current road damages.

Maggie read an email from Steve Casey on Vanilla Court requesting verification that the HOA is indeed going to repair and seal coat Vanilla Court. He was concerned that only Boisen Loop was being repaired and asphalted. He asked if Vanilla Court homeowners could be refunded monies they individually paid years ago to pave Vanilla Court. Maggie will respond with a Board approved letter documenting the history of Vanilla Court and reassure him that the increase in HOA dues does indeed include repairing, asphalting and seal coating Vanilla Court and that we will not be refunding any monies.

Maggie reported on our meeting on 6-30-25, with the Dept of Lands and owners of our Grandfathered Docks. There are 7 Private Docks. Several owners of these docks attended the meeting. Maggie presented to the DOL staff an enlarged map of our bay and docks. They requested a copy because their records are incomplete. Regarding the private docks, their square footage is not included in our HOA’s allowable dock space. The Board received a certified letter from the DOL regarding a rebuild of the existing permitted Boat Garage. The letter did not designate the Boat Garage as private or community. If the private dock’s become community docks our allowable sq footage for any new docks will be dramatically reduced. John Boisen’s request to enlarge his dock has not been approved pending the DOL’s decision on the Boat Garage.

A response letter will be returned to the DOL concerning why KIBHA Board will not approve the Boat Garage re-build request.

The Board received a Submerged Lands Lease contract from the State of Idaho, which must be returned by 8-1-2025. This will be taken care of this week.
