Annual Meeting

Kidd Island Bay Homeowner’s Association

August 4, 2018

Attendees:  Judy Bauer, Tim Moss, Don Sharpe, Adrienne Putren, Barry and Karen Sill, Jason Heffernan, Maggie Moss and Lynn Ciani

Tim called the meeting to order.  Members present introduced themselves.

Judy presented the Income and Expense Statement for the year ended July 31, 2018.

Barry requested an update regarding the Department of Lands.  Don, Judy and Tim together discussed that the KIBHOA owns the riparian rights regarding the rights abutting the lake.  The Dept. of Lands aggregated all of the privately owned docks together and declared that together they were an association and subject to the requirements for an association.

Lynn asked about the expenses for the fixing the road.  Judy stated that Mike Church is scheduled to repave the road, weather permitting, on Sept. 8 and 9.  He will be fixing the potholes ahead of time with an experimental procedure and, if the experiment does not work, refill them with the traditional method.

Barry requested information regarding the weeds in the bay.  Judy stated that the weeds are elodea, which is a weed found in aquariums.  There is an aquacide available for elodea which can be found on the lake restoration website.

Tim made a motion, seconded by Don, to approve the expenses.  The motion was approved unanimously.  

Don provided the dock report stating in conclusion that all is well.

Jason asked about the ramps to the dock and who was responsible.  Don stated that the owner(s) of each dock is responsible.  Don stated that who owns which docks is set forth on the KIBHOA website.  

It was discussed whether to put the dock numbers at the end of each dock, perhaps making it easier for fireboats to locate the dock where an issue may be.  No decision was made.

Judy read a note of thanks from Heather.

Tim than provide a report as to what occurred during the last year and provided a reminder of certain rules.  He stated that:

  • Kootenai Electric cut down 3 trees and that KIBHOA paid $400 to cut up the trees and haul them away. The trees were on KIBHOA property.
  • The roads need to be seal coated every 4 years and, as a result, it was going to be done this year.
  • He stated that certain members wanted grass where the sand areas were located.  He stated that under the regulations pertaining to the lake that if the sand areas were removed KIBHOA would never be able to obtain sand areas again.  As a result, it was decided to retain the sand areas and to get more sand.
  • Four new signs were obtained for the roads indicating that the speed limit was 12 mph.  The reason behind the 12 mph speed limit was to be different with the hope that folks would abide by the speed limit.  Jason suggested that “Children at Play” signs be used to help prevent speeders.  It was agreed that that would be a good idea.
  • The KIBHOA Policy #0302 was amended to increase the speed limit from 10 mph to 12 mph.
  • Tim reminded everyone that any changes to common areas must first be approved by the KIBHOA Board.

Upon motion made by Judy and seconded by Lynn the members present unanimously approved the adjournment of the meeting.

NOTE: Since there was no quorum at the business meeting, election of officers for the upcoming year was postponed. In October, 5 Board Members – Tim Moss, Don Sharp, Tim Ball, Judy Bauer and Rick Littlejohn met to vote on their continuation on the Board for 2019-2020. In addition Jim Ruyf resigned and his wife Carol Ruyf volunteered to replace him. Neal Schaefer and Lynn Ciani also agreed to continue on the Board.
